Utilities Available in Annville Township
Electricity & Natural Gas
UGI Utilities, Inc. — provides natural gas and electric service in parts of Pennsylvania, including areas around Annville.
Just Energy — offers electricity and natural gas plans for Annville residents, taking advantage of the state’s deregulated energy market.
Water & Sewer
Annville Township Public Works — operates the wastewater treatment plant and handles sewer operations for the township.
Pennsylvania American Water (PA American Water) — provides water service in various areas of the region.
Waste / Refuse
Casella Waste Systems — serves as the township’s refuse / trash hauler.

Street Sweeping
Weather permitting, the Public Works Department will begin the weekly street sweeping schedule in April. Residents should note the posted parking restrictions on Route 422 pertaining to the street sweeping schedule. Route 422 and Route 934 are swept weekly, while the remaining Township streets are swept on an as-needed basis.
Street sweeping occurs from April to October, as needed. For questions, contact the Township Office.
Leaf Collection
Leaves are collected from October to the week of December 16, weather permitting, throughout the Township as follows:
Monday, Southwest
Tuesday, Southeast
Wednesday, Northeast
Thursday, Northwest
These are the scheduled days; however, the Public Works crew tries to get ahead as much as possible, so you may see your pile being picked up ahead of schedule. Keep in mind, they will be around again on the scheduled pickup day as well. With that being said, please be vigilant with putting your leaves on the curb, as the crew will do everything possible to pick them up as soon as they are ready to be picked up.
Please be sure that there are no bags, sticks, or twigs in your pile as these materials will damage the Township equipment. Burning of leaves is prohibited.
Recycling & Trash
Recycling
- The Township participates in mandatory curbside recycling. Collection is every TUESDAY MORNING. A recycling bin is available at no charge in the Township Office.
- The following items MUST be recycled:
- Plastic bottles only (discard other plastics with household garbage)
- Newspapers
- Glass bottles and jars
- Aluminum and bi-metal cans
Residential Trash Pick-Up
- The Township contracts with a trash hauler for the removal of residential garbage in Annville. Collection is every TUESDAY MORNING. The hauler starts as early as 5:00 AM, so many folks place their trash curbside the night before. Garbage should be in a container with a lid and may weigh no more than 50 pounds and may not include green waste, bulk trash or recyclable items (see below).
Bulk Trash Pick-Up
- Annville Residents may dispose of these materials by placing them in the appropriate dumpster at the Public Works facility just west of town.
- Dumpsters are available on specified days of the week as announced in the Town Crier Newsletter.
- No electronics or plastic bags in the green waste.
- Residents may request a pick-up by Public Works for a minimal fee. Request forms are available to download below or in the Township Office.

Electronic Devices
- The Greater Lebanon Refuse Authority will recycle these items. There is NO FEE! It is FREE to drop of these electronics! They are located at 1610 Russell Road and can be contacted at 717-867-5790.

- Unacceptable Devices: (Dispose of these in the regular trash)
- Audio equipment: Stereos – Radios – Boom Boxes – Speakers – Console Stereos – CD Players
- Small Appliances: Digital Clocks – Toasters – Toaster Ovens – Sweepers – Vacuums – Irons – Hair Dryers – Hand Mixers – Stand Mixers – Blenders – Microwave Ovens

Do NOT put electronics or plastic bags in the green waste.
Paint Disposal
- Latex Paint is NOT a hazardous material and as such, paint cans with excess paint can be disposed in your regular trash IF THE PAINT IS DRY.
- Open cans and use sawdust or cat litter to dry the paint. No paint is accepted at the Public Works facility.

Wastewater: Municipal Separate Storm Sewer System (MS4)
- The program, called MS4, has given municipalities three main goals: (1) reduce runoff overall by promoting infiltration; (2) reduce contamination by encouraging Best Management Practices in the use of property management, fertilizers, herbicides, pesticides, and detergents; (3) reduce soil erosion by mulching or planting bare spots.

Drop Off Center
Permitted use is for disposal of residential bulk trash, green waste, scrap metal, and cardboard. Drop-Off Center is under video surveillance.

Daily hours for Drop Off Center:
April-October: 7 a.m.- 7 p.m., open 7 days a week
November-March: 7 a.m. -5 p.m., open 7 days a week
Access cards are available to purchase at the township office. Access will be active from the purchase date through December 31 of the issue year.
2025 Access Card Fee (January 1, – December 31, 2025):
Annville Township Residents – $100
South Annville Township Residents – $350
North Annville Township Residents – $350
Cleona Borough Residents – $350
Rules of Use for the Drop-Off Center:
- Use of the Drop-Off Center is granted by access card (one per residence)
- Lost/Stolen card replacement fee is $10.00 per card for each residence.
- Access card is for the licensee’s named residence only and may not be shared with any other resident.
- Permit/access card may only be used for the residential property for which it is issued and by the licensed
vehicle(s) indicated on the permit application form. - Drop-off Center may not be used for regular household trash that may be picked up curbside by a contracted trash
hauler. Drop-off Center may not be used by businesses or contractors. - Card holders may not allow non card holders to have access to the drop-off facility. Card holders must ensure
that others do not enter the gated facility under your access. - The access card is for Residential Use only, not for Commercial or Contractor use.
- The Drop-Off Center is to be used for its expressed purpose only and may not be used for any other purpose.
- The Drop-Off Center is to be used during the designated times. No dumping is permitted outside of the defined
use receptacles. - The Drop-Off Center access card may not be transferred to another user, vehicle, or property. The sale of a
property ends user access to the drop off center. - Follow all rules of use, regulations and instructions posted at the Drop-Off Center.
Violation of any of these requirements and responsibilities will result in immediate revocation of a previously issued access card without a refund.
