Township Commissioners
The Township’s five-member Board of Commissioners, elected at large by local voters, oversees the community’s governance. Serving with legislative, executive, and administrative authority, the Board is responsible for ensuring strong fiscal management while protecting the health, safety, and well-being of all residents.
Members: Thomas Embich, Nevin Hoover, Henri Lively (Vice President), Rex Moore (President), Anthony Perrotto.
Meets: First Tuesday of the month at 6:00 PM at Annville Town Hall, 36 North Lancaster Street, Annville, PA 17003* (exceptions noted below in bold).
Meeting Schedule for 2025: Jan. 7***, Feb. 4, Mar. 4, Apr. 01, May 6, Jun. 3, Jul. 1, Aug. 5, Sep. 2, Oct. 7, Nov. 5***, and Dec. 02.
* All monthly meetings of the Board will provide opportunity for public discussion of the Township’s MS4/stormwater management program.
According to law, the first meeting in an even-numbered year must occur on the first Monday in January, unless this date is a legal holiday.
***If a scheduled meeting falls on an observed holiday, the meeting will be scheduled for the following working day.
Planning Commission
The Planning Commission reviews subdivision and land development proposals, offering recommendations to the Township Commissioners. It also develops and maintains a comprehensive plan that guides Annville Township’s long-term growth and future development.
Members: Anthony Perrotto (Chairperson), Jonathan Johnson, Karen Mailen, Wally Valderrama, Matthew Reedy (Secretary), Gary Kotsch.
Meets: Second Monday of the month at 6:00 PM as needed at Annville Town Hall, 36 North Lancaster Street, Annville, PA 17003.
Anyone having business for the Planning Commission should contact the Township Office (717-867-4476) at least ten (10) days prior to the meeting date for that month.
Potential dates for 2025: Jan. 13, Feb. 10, Mar. 10, Apr. 14, May 12, Jun. 9, Jul. 14, Aug. 11, Sep. 8, Oct. 14***, Nov. 10, Dec. 8.

Township Authority
The Township Authority manages the sewage treatment plant, located at the Public Works Facility at 675 West Main Street, just west of town.
Members: Anthony Deaven (Secretary), Barry Ludwig (Treasurer), Hugh Rooney, Jr. (Chairperson), Dustin Sider (Asst.Secretary/Asst. Treasurer).
Meets: 5:30 PM on the fourth Tuesday of alternate months at Annville Town Hall, 36 North Lancaster Street, Annville, PA 17003 (exceptions noted below with an *).

Historic Architectural Review Board
Part of Annville’s appeal is its historic district, which is recognized on the National Register of Historic Places. To help preserve the historic character of downtown Annville, the Historic Architectural Review Board (HARB) was established in 1996 by an ordinance of the Township, which granted the Board oversight of any construction, demolition, or alterations to the outside of properties bordering Main Street from Saylor Street in the east to the Quittapahilla Creek in the west. Property owners in this section of town are reminded that external changes to their property must be reviewed by HARB and a Certificate of Appropriateness issued by the Board of Commissioners before work may commence.

Applications and information requested for review shall be submitted no later than the close of business ten calendar days prior to the next regularly scheduled meeting.
Meets: Meetings are scheduled for 7:00 PM the third Monday of every month, unless otherwise noted.
Zoning Hearing Board
The Lebanon County Planning Department administers the Township Zoning Ordinance. Questions regarding permits should be directed to that office.
The Zoning Hearing Board has five members. It considers requests for variances to the Annville Township Zoning Ordinance and decides whether to approve them or not.
