The Annville Township Code of Ordinances contains the local laws and regulations adopted by the Township Commissioners. These ordinances help ensure the safety, health, and welfare of residents while supporting the community’s orderly growth, property values and quality of life.

Property Maintenance

We’d like to ask that you maintain your property and be a good neighbor. Rubbish and junk laying around brings property values down for the whole neighborhood.

The Board of Commissioners adopted the standards set forth in the 2012 International Property Maintenance Code (IPMC) in June 2012. This code describes minimum maintenance requirements for all existing buildings. The Township retains BCI Code Compliance as its Code Enforcement Officer. Potential violations must come to the Township in the form of a written complaint signed by the plaintiff. The Township will review the complaint and forward it to the Code Enforcement Officer for investigation.

Enforcement efforts have recently been increased for:

  • High weeds
  • Inoperable Vehicles
  • Exterior Property Conditions
  • Rubbish, Shrubs and Hedges on sidewalks
  • Furniture left in yards, etc.

Dogs

The Township’s Animal Ordinance follows PA State Law with regard to dogs: Dogs must be on the leash or under direct control of a person of responsible age if they are off the owner’s property. Dogs over the age of six months must have a license. The Lebanon County Treasurer’s Office or their designated agent will provide a license. Call 717-228-4420 for further information.

Subdivision & Land Development

A Township ordinance regulates the subdivision of land, the adjustment of lot lines and the development of lots for residential and non-residential uses. The Lebanon County Planning Department and the Annville Township Planning Commission must review all plans; the Annville Township Board of Commissioners must give final approval.

Burning

Open burning is prohibited. Individuals may seek a special exception by submitting an application for a permit available at the Town Hall.

Snow Removal

Residents must clean their sidewalks of snow and ice (a 30 inch path) within 24 hours after snowfall has ceased or ice has formed. Do not push, shovel, plow or blow snow from a sidewalk or driveway into the street.

Signs

The Township’s Zoning Ordinance regulates the type, size, location, and duration of all signs. Proposed signage requires the approval of the Township Zoning Officer, the Lebanon County Planning Department, 400 South 8th Street, Lebanon, PA 17042, tel: 717-228-4444.

The Township has adopted the following Ordinances, but they have not yet been entered into the Code: Ordinance No. 680 – Stormwater Management Revisions


The Township will issue a Notice of Violation if your property conflicts with our property maintenance or zoning ordinance. When in doubt about any property maintenance issues, please give the Township office a call at 717-867-4476.

Process:

  1. Complaints must come to the Township office and must be in writing. You can email them to info@annvilletwp.com or drop them off at the Township office.
    • Be specific with the information regarding your complaint. Include the address where the violation is occurring, the specific type of violation, and where it is located on the property. If possible, send photos.
  2. After submission, Township personnel will confirm your complaint and, if needed, an official Notice of Violation will be prepared and sent to the property owner stating timelines for compliance.  If these timelines are not met, Township personnel will follow the enforcement actions as prescribed in the Township Code of Ordinances.

Common issues include:

  • Burning/Outdoor fires
  • Dumpsters on public streets (unpermitted)
  • Junk vehicles
  • Storage of refuse/junk
  • Street obstructions
  • Tree/Vegetation overgrowth
  • Weeds/High grass-Cannot exceed 12″ in height.
  • Yard Waste dumping
  • Shrubbery or Trees overhanging a public street or walkway
